Mayor Amy Bublak

Turlock residents,

I am humbled to have your support and thank you for returning me as your mayor. Turlock is a special place. Our shared love of this city and each other makes us Turlock Strong.

We have accomplished so much, but there is more work to be done. We have two new council members whom I look forward to working with as we continue to work on behalf of you. We have an outstanding city manager, and with his leadership, have reorganized our departments and services for better quality and efficiency. Our executive team and staff are doing an outstanding job. Your council unanimously voted to support our plan to operate the Stanislaus Regional Water Authority project, ensuring we have accountability and savings in costs associated with future surface water service. We have completed some road repairs and have additional road projects under construction. We are filling vacant positions in the fire and police departments. We are working with community partners on homelessness in our efforts to assist those who want assistance when they've fallen on hard times while not sacrificing standards for community well-being. We are under construction on the Columbia Pool. We will ensure our businesses have every opportunity to compete and thrive in a difficult economic climate.

Mayor Amy Bublak: A Proven Leader for Turlock

Amy Bublak was re-elected as Mayor of Turlock on November 8, 2022, securing her second four-year term. Her historic election in 2018 marked a milestone for the city, as she became Turlock's first retired police officer and the first woman to serve as mayor.

Her public service career began in 2008 when she was elected to the Turlock City Council. Amy's approach to governance is rooted in collaboration and inclusivity—she seeks input from all sectors of the community. She regularly engages with residents, business owners, nonprofit leaders, educators, retirees, faith-based organizations, unions, civic groups, and city staff to ensure that city policies reflect the diverse voices of Turlock.

A resident of Turlock for over 30 years, Amy earned her B.A. in Sociology and Criminal Justice from California State University, Stanislaus in 1988. During her time there, she served as student body president, achieved NCAA All-American status in Track and Field, and was inducted into the CSU Stanislaus Athletics Hall of Fame in 2001. In 2005, she furthered her education by earning a Master of Public Administration in Urban Government from San Francisco State University.

Leadership Focus Areas

  • Fiscal Responsibility: Amy champions a balanced-budget approach and supports transparent discussions to ensure resources are distributed wisely for the benefit of all residents.

  • Public Safety: With over two decades of law enforcement experience, she prioritizes the safety of Turlock's residents by ensuring the Police and Fire Departments have the tools and staffing they need to protect the community.

  • Economic Growth: Amy fosters a business-friendly environment that encourages job creation and enhances Turlock's quality of life.

  • Government Transparency: She is committed to conducting city business openly and ensuring decisions are made in the best interests of Turlock's citizens.

    • Accomplishments and Service

Amy's dedication to public service extends beyond her time as Mayor and three terms on the City Council. She has served as:

      • President of the Stanislaus County Red Cross

      • Vice Mayor of Turlock (three terms)

      • Member and Chairperson of the Stanislaus Local Agency Formation Commission (LAFCO)

      • State Legislation Director for California Women for Agriculture

        • In 2019, she was appointed by President Donald Trump to Attorney General William P. Barr's Social Problems Working Group, a subcommittee of the Presidential Commission on Law Enforcement and the Administration of Justice.

Under her leadership, Turlock has achieved a stronger financial standing. The city's credit rating improved from an A1 rating with Moody's in 2017 to an AA rating with Standard & Poor's in 2024-a significant step upward from "upper-medium grade" to "high grade." This achievement reflects Amy's long-standing commitment to fiscal discipline, transparency, and responsible fiscal management.

Amy is married to Dr. Milton Richards, former CSU Stanislaus Athletic Director and current trustee for the Yosemite Community College District. Together, they are deeply committed to serving the Turlock community and advancing its continued growth and prosperity.
