Asset Analyst


DEFINITION

Under general direction, plans, organizes and conducts the activities of asset administration in all divisions of Municipal Services and various City areas. This includes responsibility for ongoing development, practices, recommendations, strategies and implementation. Collects, analyzes and reports on data used to support complex risk-based decision making using accepted asset administration principles and practices including asset maintenance, rehabilitation and replacement of infrastructure assets. Develops and coordinates data collection programs. Supports strategic planning, prioritization and utilizes specialized software Computerized Maintenance Management System (CMMS) for data collection, reporting and work orders. Documents business processes, adoption and use of continuous improvement processes.

This position is assigned to the Turlock City Employees Association (TCEA) bargaining unit for labor relations purposes and is subject to overtime.

DISTINGUISHING CHARACTERISTICS

General supervision is provided by the Municipal Services Director or designee(s). The incumbent is expected to work with minimal supervision, exercising initiative in a number of complex and sensitive areas.

ESSENTIAL FUNCTIONS – Duties may include but are not limited to the following:

  • Develops and implements an asset program which incorporates a comprehensive computerized work system. Schedules and prioritizes work activities; makes necessary arrangements for technical resources, procedures, manuals, supplies and equipment.
  • Coordinates, analyzes, documents, tracks and reports on a wide variety of infrastructure condition assessments, including establishing data collection schedules, standards and methods for use in supporting complex risk-based decisions using accepted asset principles and practices.
  • Coordinates with staff in City Departments to identify, develop, and implement customer service level goals and performance measures.
  • Collaborates, supports and participates in the development of engineering standards and long-range comprehensive planning for all City infrastructure, including 5-year and long-term street, water, sewer, storm, utilities, fleet and facilities master plans.
  • Develops and recommends asset policy and strategy to minimize total cost of ownership, increase reliability and meet performance standards throughout the organization; assists in implementation of department and division asset goals and objectives.
  • Analyzes program data; recognizes issues and trends; identifies options, consequences and develops conclusions and recommendations; prepares complex statistical reports and drafts presentations.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of the City’s Assets.
  • Develops recommendations on prioritized strategic maintenance and capital project programs for City infrastructure using historical, current use, condition, replacement costs, maintenance costs and other data consistent with asset principles and best practices.
  • Organizes and recommends the operation and maintenance of the computerized work management system to meet business needs and facilitate long range strategic planning. Includes planning, scheduling and coordinating the material, equipment and personnel requirements for system implementation, optimization and maintenance.
  • Coordinates utilities asset activities and communications; collaborates with Engineering, Development Services and other City Departments regarding the preventative maintenance, rehabilitation, repair or replacement of City of Turlock’s assets.
  • Assist in contracts, consultant selection and project management for contracted work.

  • Perform other related work as required.

MINIMUM QUALIFICATIONS

Ability to:

  • Effective communication in both written and oral communication skills for working with a diversity of personnel, public officials, and citizens.
  • Effectively promote principles of asset activities to city staff with wide and diverse backgrounds and skill sets to maintain effective relationships.
  • Read, use, and understand information in multiple formats such as Geographical Information System (GIS), Global Positioning System (GPS), utility mapping, surveys, construction plans and specifications, and record drawings.
  • Plan and work with minimal supervision.
  • Ability and willingness to maintain the confidentiality of sensitive files, data, and materials accessed, discussed, or observed; strong system security knowledge and skills.
  • Learn and adapt to new technology, keeping personal and technical skills up-to-date.
  • Use appropriate judgement and initiative in making recommendations.
  • Participate in the development and administration of division goals, objectives and procedures.
  • Prepare clear and concise administrative and financial reports.
  • Research, analyze and evaluate new service delivery methods and techniques.
  • Ensure adherence to established safety rules, regulations and guidelines.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply federal, state and local policies, laws and regulations.
  • Operate office equipment including computers and supporting word processing, spreadsheet and database applications.
  • Respond to requests and inquiries from the general public.
  • Establish and maintain cooperative working relationships with employees, other City departments, City officials, civic organizations, and the public.

Knowledge of:

  • Excellent knowledge of multiple software application packages supported by Municipal Services such as Computerized Maintenance Management Software, Enterprise Financial Systems, permit management, Pavement Management, MS Word, MS Excel, MS Access, ARC GIS and general database software.
  • Business practices, construction/installation standards and maintenance practices for streets, traffic, water, sanitary and storm sewers, equipment, warehouse, facilities, fleet, natural resources, engineering, and finance.
  • Knowledge of asset administration principles.
  • Mechanical drawings, electrical schematics, blueprints, and process control documents.
  • Preventative maintenance and repair procedures of industrial equipment associated with water and wastewater treatment facilities, systems and equipment.
  • Program driven maintenance practices associated with water and wastewater treatment facilities, systems, and equipment.
  • Best practice maintenance strategies (i.e., Reliability Centered Maintenance, Maintenance Excellence, Condition Based Maintenance, etc.)., equipment and maintenance requirements.
  • Methods, materials, tools, equipment, and procedures used in the installation, maintenance, repair, alteration, replacement, fabrication and repair of industrial mechanical and electrical/electronic equipment.
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
  • Principles and practices of program administration.
  • Pertinent federal, state, and local laws, codes and regulations.

EDUCATION AND EXPERIENCE

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

EDUCATION

An Associate’s degree in a business administration, urban planning, geographic information systems (GIS), civil or mechanical engineering, computer sciences or a related field.

EXPERIENCE

Three (3) years of experience in asset administration, preferably in a municipality or experience in a private facility that contained water distribution, water/wastewater collection and treatment, facility systems that include maintenance of low and medium voltage electrical systems, including proficiency using a computerized maintenance management system; or three years of skilled experience planning and scheduling in fields such as electric utilities, property management, chemical manufacturing, large-scale manufacturing and high-tech manufacturing or other industrial setting.

SPECIAL REQUIREMENTS

Possession of a valid California Driver’s License issued by the Department of Motor Vehicles at the time of appointment and the ability to maintain it as a condition of continued employment.

DESIRABLE QUALIFICATIONS

Possession of the following certifications:

  • Institute of Asset Management (IAM) Diploma level certification.
  • Certified Reliability leader (CRL) from Asset Management Professionals (AMP).
  • Project Management Institute (PMI) Risk Management Professional (RMP) certificate.

Considerable experience and knowledge in governmental asset administration.

PHYSICAL REQUIREMENTS

While performing the essential duties of the position, the employee is regularly required to stand; sit; walk; use hands; move fingers to feel objects or controls and operate tools; and reach with hands and arms. The employee is required to see well enough to read, write and make observations and hear well enough to converse on the radio, telephone and in person. The employee is required to have sufficient bodily mobility to walk, bend, stand, crouch or climb for extended periods of time. The employee is required to operate assigned equipment and vehicles and may need to perform manual labor for short to moderate periods of time. The employee must occasionally lift and move equipment as necessary, as well as tolerate fluctuations in temperature while performing essential functions. Be able to lift equipment on a frequent basis 25 lbs., and on an occasional basis 50 lbs.
