Utilities Supervisor
To perform skilled work and supervise the day to day operation, maintenance, and repair of the City's sewer/storm water collection systems and potable water system; to supervise the implementation of policies and procedures related to the installation and repair of the water and sewer/storm lines and related facilities and equipment; and provide technical staff assistance. This is a working supervisor position.
This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime and call-back assignments.
DISTINGUISHING CHARACTERISTICS
This is a working supervisory level position. The incumbent in this position will be required to use considerable independent judgment and initiative, as well as assigning and evaluating the work of subordinate personnel.
SUPERVISION EXERCISED AND RECEIVED
General direction is provided by the Utilities Manager. Supervision is exercised over utilities personnel.
ESSENTIAL FUNCTIONS - Duties include, but are not limited to the following:- Perform skilled work, assist in the development of and implementation of policies and programs related to the City's water distribution and collections system operations, installation, maintenance, and repair.
- Oversee the day to day planning and assignment of programs related to operations and maintenance projects; prioritize objectives, evaluate progress, and implement changes to ensure attainment of established goals.
- Coordinate activities and programs with those of other divisions in Municipal Services and other City services.
- Confer with developers and contractors to ensure City standards are being adhered to as they pertain to underground utilities.
- Provide general supervision to personnel; evaluate performance and recommend or implement appropriate personnel action.
- Supervise compliance with local, state, and federal regulations, requirements, specifications, and with safe work practices and procedures.
- Assist in developing and administering Division budgets; authorize expenditures for supplies, materials, and equipment.
- Oversee and participate in the development and implementation of division performance standards and training programs.
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
- Methods, materials, techniques, and equipment used in the construction, operation and maintenance of water, storm and sewer systems.
- Principles of supervision, training, and performance evaluations.
- Principles and techniques involved in large scale water supply and collections system operations.
- Federal, state, and local regulations and codes relating to water, storm, and sewer.
- Primary and secondary drinking water standards.
- Backflow and cross-connection principles and operations of backflow devices.
- Safe operating, construction and maintenance procedures for water, storm, and sewer.
- Principles and practices of effective customer relations.
- Basic computer skills; word processing, spreadsheets, and computerized maintenance management systems.
Ability to:
- Effectively supervise, train, and evaluate subordinates.
- Effectively direct and coordinate diverse municipal water distribution and collections operations and maintenance.
- Communicate clearly and concisely, both orally and in writing.
- Accurately estimate labor and material requirements and implement decisions.
- Plan, schedule and direct water, storm, and sewer construction and repair work.
- Understand and implement codes, laws, and regulations governing the water/collection systems.
- Establish and effectively maintain cooperative working relationships with those contacted during the course of work.
- Respond effectively to emergency situations as they arise.
- Ability to use computer systems; word processing, spread sheets, tracking of labor, parts, equipment, and maintenance cost.
- Assist in administering Division budget.
EXPERIENCE AND EDUCATION
Experience:
Four years experience performing increasingly responsible assignments equivalent to those performed by a Senior Utilities Worker or Assistant Utilities Supervisor in the public utilities (storm & sewer collection and water distribution) field.
Education:
Equivalent to the possession of an Associates Degree with coursework in construction, facilities, management, business or related fields within four (4) years of appointment.
- Must have a minimum of thirty (30) college semester units at the time of appointment and obtain a total of sixty (60) semester units within four (4) years of appointment.
License:
Possession of a valid California Class B Driver's License, to be maintained as a condition of continued employment.
Certificate(s):
At Time of Appointment
Possession of a valid Water Distribution Grade III Certification issued by the California Department of Public Health and a Collection System Maintenance Grade III Certification issued by the California Water Environment Association.
Possession of a Backflow Prevention Assembly Tester Certification issued the CA-NV Section of American Water Works Association.
Possession of a valid Water Treatment Grade II Certification issued by the California Department of Public Health
Within 36 months of AppointmentObtain a valid Water Distribution Grade IV Certification issued by the California Department of Public Health and a current Cross Connection Control Specialist Certification issued by the CA-NV Section of American Water Works Association.
DESIRABLE QUALIFICATIONS
Possession of an Associate of Arts Degree in a related field.
PHYSICAL REQUIREMENTS
Maintain the following physical abilities: see well enough to read and write and make observations and to operate hand and power tools, vehicles and heavy equipment; hear well enough to converse on the radio, telephone and in person; bodily mobility to walk, bend, stand, crouch or climb for extended periods of time and to operate assigned equipment and vehicles and perform heavy, manual labor for extended periods, able to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment on a frequent basis 25lbs, and on an occasional basis 50lbs.
